Mr. Payares has worked for over 24 years in the accident reconstruction and forensic engineering field. He has provided clients in-depth engineering and legal research covering occupant protection, vehicle specifications, crash test data, vehicle dynamics, rollover, and automotive safety. He has extensive knowledge on automotive standards, American and foreign government regulations, and queries related to specific automotive technologies, and he is knowledgeable of current and past federal regulatory actions from the Code of Federal Regulations and the Federal Register.
His experience includes participation in the creation of an automotive safety library system at Toyotas Corporate Office Legal Department at Torrance, California. Recent training includes the 2009 National Library of Medicine Workshops at the UCLA Biomedical Library.
Prior to joining Momentum Engineering Corporation, Mr. Payares has worked at Collision Research & Analysis, Severy Inc., Warburg Paribas Becker, and Northrop University.
Mr. Payares received a Master of Library and Information Science (M.L.S.) from the University of Southern California (USC) in 1981. He received a Bachelor of Arts in History (B.A.) from Chapman University in 1977.
Mr. Payares is a member of the California Library Association (C.L.A.), American Library Association (A.L.A.), and the Association of College & Research Libraries (A.C.R.L.).
